This practical, interactive course is designed for professionals responsible for measuring the effect of operations. It is suitable for staff involved in campaign planning, operational planning, security, reporting and resource management, as well as senior managers responsible for reviewing and planning strategy.
No formal prerequisites are required; however, participants are expected to have a general understanding of effects and an interest in planning and delivering measurement activities.

This course equips participants with a structured, practical methodology for measuring the effects of actions at tactical, operational, and campaign levels, aligned with UK intelligence professional standards, enabling evidence-based assessment of outcomes and impact.
5. Learning Outcomes
By the end of this course, participants will be able to:
Plan and scope a Measurement of Effect (MoE) assessment aligned to operational or campaign objective.
Differentiate between activity, performance, outputs, and effects when designing measurement approaches.
Select and justify appropriate indicators and data sources to evidence change or impact.
Apply Structured Analytic Techniques to support MoE analysis and strengthen analytical rigour.
Identify and mitigate common challenges and limitations in MoE, including uncertainty, attribution, and bias.
Produce and present a structured MoE assessment report to inform operational or strategic decision-making.
